There will be rush of people to access the web wallet in my opinion in early hours some people may experience some issues. I am not in hurry and will try to move my coin towards web wallet once there will be enough feedback of people with working flawlessly of all this transaction.

The Wallet need a key on the blockchain, and till 15:00GMT the blockchain doesn't exist...

The TokenNet won't be fully operational until 15:00 GMT, that is another 4 more hours.

The web wallet is already active and you can already create accounts, but it's better to wait until after 15:00 GMT and even better, until after the team has made it official that the TokenNet has launched successfully.
 
Once the TokenNet is up and running and once you have created your account, you must have a minimum balance of 0.1 BOS to make it a valid account. Until then, the account information will not be registered into the blockchain. This means that you won't be able to log into your account with your secret seed until your account has at least 0.1 BOS as balance.
