No, this will be prevented by reputation system. Tasks and buyers with low or negative reputation will have to pay more. Part of the improvement of the reputation system for new computing power buyers (and sellers) can be validation of their ID by the community. Same procedure as it is done by Microsoft, Amazon or Google cloud, but community-based. But there will be freedom for buyers - those who fail to provide their ID and low reputation will have higher computing costs.
Also the algorithms of automatic malware will be implemented (you can see it in RoadMap, when machine learning methods are used for applications and computing resources management).
In you example there is only one side of the problem - the case, when sellers (providers) PCs are used for some malicious actions. But it can be also a reverse - when hacked PCs are used for general-purpose computing (mining) and buyers can end up in purchasing of computing power from hijacked devices.
We currently see no other viable methods to prevent this rather than reputation system, initially provided by project administration and further supported by community (buyers, sellers and developers). Also free-market mechanisms will work here - buyers and/or sellers with bad reputation will have much higher costs of participation in the network.

In our system general purpose computing = mining.
We plan to have ecosystem. We reserve 30% for ecosystem fund. This will be spent on mining also. Initial network tasks will come from DrugDiscovery@home project, but further we expect them to be replaced by project clients (buyers).

As to project - yes. As to ICO - not yet. For pre-ICO and ICO we will have separate announcements. Project is under development. We are still negotiating team members and their conditions. We expect to involve people from relevant fields, which are discussed in the white paper. Not all these people are in the team yet.
