we have to observe the language and their culture.

later try to understand their speaking and carry one dictionary with us.

try to speak that language at least once in a day.

For me the best way is to communicate with native speakers and also watch movies in the language that you are studying with subtitles

Nowadays, learning a new language is easy since we have Google and Youtube to start with. You can use google translator and learn online with some educational videos you can see on youtube. There are also some sites where they teach for free. You just need to be patient to find one. Also, you can learn a new language by talking to other people having different languages and ask them politely the translation of it.

Learning foreign languages is very useful, but it seems to me most effective to learn a language when living in another country and constantly hear how to speak this language.

I can recommend speaking to natives. There are several websites where you can find a tandem partner to do so.

I am going to try this.  Let me know how it works out for you and how long it takes you to learn the basics.  I know everyone is different but would be cool to know.  Mandarin is a tough one, but well worth I think.

Learnt how to speak Maltese within around 3 to 4 months.
Was sent over to stay with relatives who did not speak English at all when I was 14.
Being immersed in the language 24/7 makes you learn pretty quick.
