Who controls the controller?
If we really have to have such databases (and most gentlemen here would agree we shouldn't), the only way forward is to shift responsibility from anonymous agencies to real individuals. Have the data encrypted with the keys in a few select hands. Have specific, identifiable guys criminally AND financially responsible for any loss. No "I didn't know", "My subordinates" excuses. Any guilty subordinates would be prosecuted AS WELL, but big heads must fall, and fall bigly. And I don't mean only for the lost funds. Apart from the culprits serving time in suitable state-sponsored facilities, those who suffered personal tangible and untangible damage should be able to sue the guilty gatekeepers down to the 7th generation.
