But payment fee deducted from pool wallet with each transfer from pool's wallet to miners. So if fee is really 0%, pool cant pay to miners. Or you must add alot of XLC to pool's wallet, to pay transfer fee.

 I also can not start, I'm waiting for an exchange for the address .... I hope the exchange will work in this period -XLC distribution for Bounties starts on 19th August to 26th August.
