There are few scenarios that can make that possible to make the network dead. One of the scenario is a war like world war three, if that happen then it will be a chaotic situation for us because a lot of structures will be destroyed and everything can be destroyed by the powerful weapons that the different country have. If this scenario will going to happen then it will be easy for them to make the network die.

Whether the hypothetical internet dying will cause much harm would depend on how much currency is already reliant on the internet. If it happened at and age where we no longer have physical fiat, then yes, that would cause a hell lot of problem. Even now when we still have cash, it already causes havoc when it goes down for a long time.

Though I suppose our experts will find a safeguard around such collapse. Maybe it would be possible to just use a local network for transactions and then just update information once the internet goes back. Well, technically, you can access the blockchain through other means, however it would require some centralized infrastructure and that isn't anything close to what most people would want.
For example, you could use carrier pigeons to access the blockchain, but it would be slow, require someone to tally down the information for you, and you'd need to make sure the pigeons got fed.

i don't think it's possible to move on the blockchain the same amount of data you can with your connection done by your ISP, would be fabulous to have the blockchain to act as a global internet 2.0 service

i guess could be done with the help of altcoin, one for each new service that you want to build on, would be like freenet, but with better trust here, miners node would act as trusted one for example

This week, I made a presentation at a national military tech conference where someone made a presentation about a blockchain system in a field mobile military network. The exciting part was how a group of military units (could include armored vehicles, tanks, flying drones...etc.) can maintain secure communication system using a blockchain without internet connection. So, when internet goes off, you can cry like a pussy or stock up a military unit in your basement and run the blockchain with your tanks.

I guess that this has happened in the past several times. But not involving internet of course. During times of crisis like wars and plagues where money ends up useless and what the people want is commodities. I have seen it in history in which they will go after to their personal needs more rather than take advantage and increase the price. Even in natural calamities like earthquakes and hurricanes populations that are ravaged by it tends to look for what they really need in order to survive.
