It is true this is an announcement thread quantum, where we should have a discussion about the coins, for this quantum project can run smoothly and we should support it by giving positive feedback so that it could be accepted by quantum and dev is also implementing a major project yahoo as the quantum.

Why not.? First of all it was backed up by teams of Xaurum, which were quite successful in the making of projects like this. Second they have a trusted known escrow, which is a big plus point.

@stiffbud, agree. we should supposedly be discussing about the coin, the updates and some other questions that are need to be address and not talk about those damn promotions.  these people seemed to push through such promotions so that they can cheat. as what @numanoid said, such bounty hunters. tsk! so frustrating.

I saw the project named Quantum with abbreviation "Qtum" published on December 19, 2016, 05:08:51AM [ANN][Qtum] A Scalable POS Smart Contract Platform| 11156BTC+77081 ETH raised.
Is this project relative to the project I show above? I'm really confused with it.

Maybe if you took time to read the Whitepaper of Quantum your skepticism about the project will be removed or atleast greatly reduce. Althought there is no mention about the names of the dev team it explaind the process of Quantums to the destruction of it which will clearly make you understand more about the Altcoin.
