I was already looking to participate in the Suretly project ICO, and this concept os the Starta portfolio seems really interesting in order to diversify the risk.

Hi! Cross Coin is raising up to $ 5 000 000 to invest in Starta Accelerator portfolio.  $1 500 000 of them will be utilized to buy 33% of "Starta Accelerator 16/17" SPV at portfolio valuation price. The only thing that worries about this project is that they don't have an escrow in place and if that is done before the start of the ICO, it would really be great.

I don't really follow ICO trakers,
I principally look at the news on the forum and start from there to investigate by myself.

In general ICOtrakers list them after the announcement is done on the forum.
It happens that some ICO didn't post at all here, but most of them will and you will see review from different perspective wich, for me, is the most objectives kind of review (on other site it's more publicity than critics.)

I think its a balance of the both. Finding the project on forum, then follow information on it with reactions from people to know more about it.
Then its also good to look at trackers, I know some trackers are restrictive of ICOs they list..so when I see ICOs listed on trackers like smithandcrown and icocountdown, I presume they are good and might possibly invest in them.
