Im not sure about the legality of VPN's in china, but if your ISP blocks access to tor network, you can just access it via VPN's for sure.

Vpn helps to get access to blocked sites, but still fail to get the wallet sync. Seems vpn only works for internet surfing, but not work for sofeware with tor integrated.
