I think you might be onto something with this being left unhandled. I reported him on October 1st for plagiarism, and that post is still there according to my report history, still saying "unhandled". Its fair to say that you provided better evidence, as you shared original English article while I thought that he used Google translate for Iranian article. Let's see if that post gets deleted now and he ends up banned.

Worst of all, it is so obvious that post have been copied from someplace else yet again it got so many replies and even few merits. Every time when I see brand new account writing posts like this that my first thought is plagiarism.

In my view, that is more just a poorly referenced quote than plagiarism... the user wasn't attempting to pass the "statement" off as having been created by them... really just (badly) quoting Bittrex's statement and then seeking clarification on what it means...


As opposed to trying to report them for plagiarism, I'd be inclined to give them a polite heads-up that the correct way to have done this would be to use [ quote ] tags... to make their post like thus:
