If you are located in India then you cannot send Paypal funds within Indian Paypal accounts.

You can send funds with Indian PayPal account to my (not Indian) PayPal account.

Your potential buyer should send you preev+7% in USD and you will be paying PayPal's goods and services fee also as Indian PayPal account holders can't send as gift?

wasn't aware indian PP accounts cannot send as gift.

Some years back we were not able to use funds received on Indian Paypal account to make payments. We had to first withdraw the funds to an Indian bank account and then use it for payments.

Don't know what provision it is now.

Don't know what provision it is now.

This is still the case unfortunately. Any funds in your Indian PayPal account are unavailable for sending and get auto-withdrawn to your Indian bank account.
