Quick update:

Because TME does not implement the approve() function and transferFrom(), it's not able to be traded on EtherDelta.

This won't affect the placement of TME on large exchanges.

In the future and concerning projects within the roadmap, these functions will be added.

I hope within a month or so. However, as you know Livecoin's programmers are out for a while.
I don't plan to list this on a major exchange until I share the roadmap, which will provide a service.

There is no fee for doing so, this is how the likes of Stratis started and got listed on Poloniex. Nobody will charge you for filling the form. I hope to see the developmental roadmap for this project, the main thing is to get things write
