More like anti scam. So you can pretty much as sum it up as anti-99%-altcoin. But ripple waves EOS and Tezos stand out scamwise. I thought ripple was bad but there is at least some credibility in such a project. Waves is really the lowest of the lowest. If I'm not mistaken, it is just the percentage of the amount of Waves you have within your lite wallet before the 15th of every month. I don't know what is the exact percentage but I'm pretty sure that it is not the same amount of your Waves. You can still receive WCT even if you're leasing your Waves. For more information, it is better to join their slack channel and ask the people there.

If I'm not mistaken, it is just the percentage of the amount of Waves you have within your lite wallet before the 15th of every month. I don't know what is the exact percentage but I'm pretty sure that it is not the same amount of your Waves. You can still receive WCT even if you're leasing your Waves. For more information, it is better to join their slack channel and ask the people there.
