FYI - I'd suggest the Official pool operator check their Coind and or blocknotify settings. 

The pool is currently showing a 7.62% orphan rate.  Hobbyistpool pool currently has a 1.72% all time orphan rate with none in the last 7 days.

The stratum server has either lost p2p communication with the coind or your blocknotify script is not working correctly.

You write incorrectly.

Orphan block arises if it was found in an instant with another pool. In this case, a more powerful pool gets priority.

While your pool is more powerful now, the official pool have more orphan blocks.

Not really, China has taken that stand but in the US it's allowed unless there is a specific violation of securities law as some ETH ICO's have found out.
