There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

That is not a new rules. It's a method of bounty distribution among only real participants via smart contract.

The complaints were due to the fact that some people did not follow the instructions correctly, but all in all everyone who wanted it received all the bounties fully. I did not follow this project after ICO end. My feedback is not related to "scam or not scam". It's just because changed bounty rules (and refuse to pay) after they finished.

It's not a reason to blame us in scam if our name is not spelled out in the topic title, while we keep posting a link to it without problems and do not refuse to confirm that this is our bounty topic.

We appreciate your interest in the project, but we ask you to evaluate it judiciously. And not only we - as I see, several participants have already expressed concerns about your accusations.

We have provided all the proofs, and it's pity to say that you don't see it. Or don't want to see.

Dozen links to the proof, not dozen payments. Obviously, as always, not all of people wrote that they have received tokens. As a rule only small part of people write about that, others have received it and decide not ot write about that (lack of time, needlessness of this action in their opinion etc.).

It's a step-by-step guide only. Just re-read it please. Like other things that we have mentioned and proved during our discussion. Because, unfortunately, you keep talking the same things again and again while ignoring all the facts and proofs.

"Mostly everyone... got nothing", "paid some participants" - and again you are talking such a "loud" things without any proofs. As we said before, there were some problems during the payment period (some people did not follow instructions correctly), that's why such messages appeared, but, as a result, all payments were successfully provided. You have about ten links to make sure of that. It's just a quick proof from our side. Let me repeat - as always, not all the people write about it. It's an obvious fact.

So sad to say that i was joining this bounty in my facebook and twitter i did not recieve the payment just follow all the intruction but still i did not recieve my bounty payment.

So, another scam? Sad  It's a pity, looks like it was nice idea.. 

Payments on the bounty completed.

Despite the fact that softcap was not assembled we paid a bounty to those who followed the updates of the branch and followed the instructions.

OMG I follow the instruction but  I did not received the  reward bounty, I saw my ether wallet in the list of reward, myether deducted fees on my balance ,, why you make it hard for as to claim why not sendng to our wallet???

it's not a new cases, silent notary don't paid bounty reward or maybe just paid a few bounty hunter only, check back November 2017 Ann post, we ask them resolve the issue and they still don't paid our reward, we've have doing all the requirement, send our eth address to them, finally ... ignored us ... same as tokenpay company  Angry

As you can verify by yourself, half of the complaints of those that you sent were posted before the payments were made. After all, the message "Payments on the bounty completed" is dated November 12, and complaints of non-payment were sent earlier than this deadline, that is quite logical.

About another ones, you can also read above an explanation - "Despite the fact that softcap was not assembled we paid a bounty to those who followed the updates of the branch and followed the instructions."

"Followed the instruction" is the main phrase. Every bounty has some rules that participants must adhere. And every bounty has a right not to pay if even one rule is violated. That bounty can not be named a scam. Again, I want to repeat, that we checked each participant and paid bounty fully to people who followed the instructions correctly.
