If anything, this could eventually stop some ICO scams down the road. Hopefully it won't impact the market in a big negative way, because although the news might seem scary, they're not so much at all once you read about it and understand it. And there's plenty of investors and funding outside of US, so we should be fine going forward.

So there will be regulation from the people from US to invest or start a new project and collect funds but that does not mean these ICO will stop anytime soon,even now some of the projects does not collect money from the people of US,so is this a surprising thing.

Like it was already said, most ICOs had a "No US citizens" clause in it already, but due to the nature of cryptos it is easy and safe enough to get around that as a US citizen if you know what you are doing.
Exactly. Every single ICO I've looked in recently stated "No US citizens" So, nothing new.. I'm not sure what the USA Government is thinking though..

This will not make much difference. Companies that want to run ICO will move to singapore, japan or switzerland and people who want to invest will use VPN's.

Ok now we know this won't stop ICO's, only US citizens won't be included in this. But how we can be sure in anything when we are anonymous most of our times? I believe this will create even better conditions for ICO's and now they will become more scammy, because they will be lunched form third world countries..

Very scary when talking about scam, but I think there is no system that set it clearly except from america and china. Many Russian and Ukrainian ico have no obstacles and we never know the purpose is actually good or not.
But I as a monitors can only be neutral and vigilant, in the free market even this anonymous market is still worth doing and only utilize the same trust as other internet business.

Who care about sec,usa is not owner of the world,i think usa will make some friendly legislation,to many big usa start up is looking for crowdsale opportunity,to big money are on the table.USA tech compnys cant lose that race

Totally agree. It's not the end of ICOs as OP says It's the end of scam ICOs. Unfortunately, there are A LOT of scam ICOs

Yeah you're correct. Investors should have enough knowledge to the particular ICO. If they don't have a knowledge and information about the project, for sure there is a possibility that the project is scam. So I prefer to all of us that before we invest, make sure that this project is really promising and real project.

This is already completely irrelevant at this point as many ICOs are only available for non-US residentials. To be able to participate in the ICO, you should agree to their terms which includes you being a 'non-US citizen' and only then will you be able to coins. Not sure how it would go if US residents try using VPN services to buy from ICOs but it would still be a big risk if they do so.

If the SEC investigates aggressively, I don't think ICOs still alive because in past time have many project scam with huge money. The DAO is subject get attention from SEC, maybe have big change about rules create ICOs crowdsale in future, as stocks.

I strongly agree Many ICOs lead to fraud without explaining the follow-up on real projects and only spreading the purely profitable dreams that ultimately have to lose a lot of money

I think you do not have to blame ico, because of the ico it's a real project, but it all depends on how you look first into it, to make sure it's real or just play. So all that must be viewed first into it before you to invest in it.

If that SEC US Gov can prevent the scammers, hurray! How I wish to see the bitcointalk.org scammers put in jail. Specially the scumbag ICO scammers. I wish all ICO must go screening. I think all BTCTalk mods will also participate by screening and banning all ICO starters without any proof of their business model.
