Asking about the purpose of mined vs bought tokens is like with any other token:

You can buy ETH on exchanges, but that doesn't make you mine it for life and your amount is limited strictly to what you bought.
Or, you can buy GPU's instead and mine for longer period of time, that will generate more tokens overtime.

It's the same principle. Plus, we keep on developing more projects/concepts and CLRT will always be accepted on those projects as well.

But ethereum is not calling itself a self mining token.
When one see's the words self mining token, and they buy it, they would expect it to automatically mine.

This feels like releasing a POS coin and saying only certain coins qualify for POS.

Heads up that with the new contract, users who purchased CLRT on exchanges will also participate in the mining cycles, but at different rates to encourage buying from the contract and maintaining the reward level.

Not at all. Many participators invested the same amount (0.015), and even lower (0.01) than yours and still got their rewards. You can check it all on the public blockchain.
The transaction still won't show up on Ethplorer blockchain explorer, i'm assuming somewhere on the network something happened that causes this.

If you take a look at the most recent transaction, this account bought even lower than you did (0.01) and claims his rewards without any issues (https://etherscan.io/tx/0xfdb9b3b8dba7ea267ff44231438dce6e0eda53a44faabe5e9c8b0c593effb3b1)

Division by 0 is impossible: 1 CLUSTER /  participators * 150000000000000 (your shares) / 2 (segments are half the reward) = ~ give or take 0.00000127 CLRT that you should be able to claim.

I suggest to wait another day, and if you still haven't received the segments, i'll pay them manually from our personal account.
Could you try to claim the next segment in the mean time?

Might be a stupid question, but have you tried shift+F5 on MyEtherwallet? Just had a user that was unable to send to the contract, shift+F5 solved the issue.
