First quote you have explain if this coin will be distribute for free. But, in the second quote i have read if i want to get free airdroop, i should change my signature to be eligible. And for the last quote, this signature have another rules and the rules also reward are very different between second quote and the third quote.

second : signature campaign just only for the people who have no such level just like jr member or member or new guys,also for people who
is not activite or do not wanna republish or do sth for MTNC.

So the plan for second airdrop is to allow more people also without high bitcointalk rank? I think the best idea is to give some small amount of coins to everybody who will apply the second round (I don't know about the signature, but it's good for spreading the word) so the userbase will grow. Then make another, third airdrop only for those who already has coins in their wallets.
