There are a couple of points which made me to come to a conclusion this is one of the government approved projects after China ICO ban:

• it will be available in China at first. This removes the various global legal issues to deal with.
• The project aims to provide better financial services which would improve the profits of the industries benefited. This will eventually improve country economy (China)
• It protects the participants also. No harm to the Chines citizens is guaranteed.

I actually cannot remember an official statement or something like that to be honest. But it would make sense that the project is in close contact at least since it comes along well and seems to have no real issues with the government
