Surely gambling sites are profitting but I don't think you should start with that budget without knowing anything.Even if you manage to run the site online and secure the website from exploits and ddos attacks , what will you do if some crazy guy deposites $1000 and doubles his money.How will you be able to gurantee his withdrawal?

Nothing good comes out of gambling, whether you are the creator of the site or a user. That being sad, the amount you have is only for the development or for the whole thing? You must find a trusted and skilled developer because If he is not, you will end up losing money in case someone find an exploit to your site. You will also need a lot of money otherwise how the site is going ton operate? I believe you are assuming that each user is going to deposit, you will gain a percentage from it while that's not the case. If someone deposit 1 BTC, he could come out with 3 BTC, where are the 2 BTC coming from? clearly they should be in your hot wallet. It requires a lot of money and effort honestly, I wouldn't suggest it regardless on how much you are willing to invest.

I thought about this and the solution is that I will start with small betting limit so users are not going to deposit more than my budget ( for paying them if they won)
And I am sure in new site no one is going to deposit that much.
I am hiring developers personally for long term so I don't think any problem with security.

The casino license holder asked 70.000 USD for script, license and everything else for that project.
Also advertisement will be on the site owner and license owner also take %2 from earning.

Personally I think your budget is to little for several reason, first of all bank roll, and initial setup.

At least you need to multiply these funds for 10x 100x times.

Yeah you wanna start a gambling site with just only five hundreed dollars, that is insane and you will never be able to create it.
Also, you need a developer, you need a designer to make good looking the casino, you need the scripts and the licenses, You need at least $30k to run it, and at least other $20k to afford losses if a guy empties your casino because of his luck.

You should have more budget. A casino's bankroll should have more than 1BTC. If a big whale deposit 20BTC and he win after 95% chance, how can you pay him?

The first thing is, you should not invest your money anywhere you don't have any knowledge. Remember, Bitcoin is not anything magical, it's just another currency, albeit in the digital mode. You should invest it wisely.
That budget you have is not enough for a gambling site, rather you can start any site selling stuffs you know abot and accepting payments in bitcoins.

My thinking is also same, bitcoin is as same as other cryptocurrency. developers are there to accept payments in bitcoin and will increase my budget for this work wisely.

No, don't even think about opening a gambling site with that little amount. This amount is nothing for a gambling site. Not only u need funds to give to the winners, but also you need to maintain high security. Gambling sites are always on the target of the hackers. Plus of course you need money on design and all. There are actually a lot of gambling sites and users prefer to visit the ones which have lots of promotions, free spins and a big budget. I will suggest that start with something like $10,000. And it is also a small amount, but still better than $300-$400.

But the challenge in launching a gambling site is not the budget alone.  You need to do something interesting or different from other conventional sites to get visitors to your site .  Ther are so many gambling sites out there .Your site should standalone from others. then only you willl get more visitors.
