Starting gambling sites is very hard to do, because in this sites there's a lot of things that you need to consider. Definitely in this kind of business you just need a very very high amount of capital, moreover it's hard to get a lot of investors in this kind of business. Apparently I just want to create a business like this but I can't continue.

yeah off course why not. in gambling we have to earn profit fast so they have to choose this way. but for this project you are keeping money is not enough. so it is wast of your time. if you have more dare and brave mind and escaping thoughts you have to take step in to this.actually gambling is more risky way. so if we don't get about idea on this then you have to trouble more problems. so try to keep perfectly gambling.

Like in investing before you gamble or risk yourself to something specifically betting in games you should consult or read articles and news about the players or teams you are betting now I know in a gamble you never know what might happen but it's better to analyze first to avoid unnecessary betting not unless you are really supportive of that team or player you are betting on.

But after doing much research i think i am not eligible to run this types of site.

We are not using any software script build from scratch. Payment are manually done so no problem of payment error or hack attempt.

We did some(much more) research on gambling. We find most of success sites are have huge capital to run their business but we dont have.

So we dropped our idea to build our own gambling site.

But as we almost completed our script so we are not going to stop building our script.

You can't run gambling site with only 500$.
Lets say you pay for domain, gambling license and all other stuffs which are needed to run gambling site and you left with 500$ for bankroll.
What can you offer to your gamblers with it? 2$ maximum win? Not a good idea in my opinion, unless you find people who will invest in your casino - for that you will need some reputation and trust. Or ico - which is popular method lately.

even your budget is a bit low for investing in gambling but if you have a project in mind that will be diversified from others then it might be funded try to look and find an investor or fund who will support you.

you can but you need a large amount. I think your amount is so much little. Beside this you must need good knowledge about gambling site. If your confidence level is so much high you can try but so careful buddy.

Are you going to do the UI/UX and coding yourself?  You will need more than 500$ reserve to pay out your players when they hit.  As far as time spent on this, if you are talking about time until a MVP, i would say 4-6 months.  But realistically for a legit gambling site you would need at least 25K to pull this off with 10K in reserve and you doing a big portion of the work yourself.
