The better strategy is to buy lots of tickets at the beginning, where you have the early bird bonus working to your advantage (and encouraging others to buy more tickets, increasing the pot.) But whatever works for you.

Ok. Wait up. I'll get the secrets. Usually winners are determined 2.5 hours after midnight, because SatoshiDice gives up its secret the last. Almost all the others publish their secrets 5 minutes after midnight. (UTC Timezone.)
