A whois on his website shows his real name/city/phone number.  And his twitter account has him promoting poweredbyamd.com so unless it's all a clever rouse, it's definitely him.  

There's gotta be some type of law about getting people to send you money for fake items, right?  At the very least maybe GoDaddy wouldn't like one of their customers using their service to cheat people out of money.

He haven't tried to scam people for money, he tried to scam them for bitcoins. Government agencies may give him a medal, not prosecute him.
