How do you charge the card? What's the exchange rate when you charge the card with different currency? Is it 2.8%?

By bank transfer from an exchange or any other service that offers bank withdrawals like PayPal or Moneybookers.
And yes, if you transfer or pay not in your chosen currency you pay 2.8%, so if you have PLN credit cards you pay 2.8% when you deposit and again when you withdraw.

About a week ago I ordered one of these USD cards via BIPS. I received it today, but everything is in Polish and I have no idea how to activate or fund it   I went to the bank's website, but again, no idea what to do and I don't want to screw something up.

How do I find the bank account information of the card? (routing and account numbers, etc)

Nope, you can only withdraw from the card and spend it off and online.

Used those cards, but they have also weak side - these cards can be blocked with all funds on them. All funds comming from Poland are checked by all banks because of criminal situation in Poland. In other countries card can be blocked already after first transaction and it doesn't matter - have you made withdraw from ATM or bought a chocolate bar... In such situation You loose Your money permanently. I have lost approx. 7k GBP...

P.S. This is good way to get funds from btc to cash anonymously, but first - order 1 card and check, will it be blocked or not. This post is just for safeness of Your money.

These cards comes from one and the same bank. No difference - You sell or somebody else. Blocking of these cards doesn't depends on seller - it depends on banks, where You try to make transaction. As example - in one country it is possible to use these cards almost with any bank except 1 or 2 banks(who will block that card in that country).

I'm not saying that Your cards will be blocked 100%, I'm saying only that it is possible!

There are cards from at least 5 different banks and his are definitely not the same as mine.

All cards from Poland can be blocked! In Latvia all transactions from Poland(doesn't matter it is 1000EUR or 1EUR) gets blocked till You prove that this money is received in legal way. I'm doing it by myself every week because my business is connected with product export to Poland.

Either You are trying to fool everybody or You simply don't understand - all transactions from Poland and Chech Republic in most of EU countries(can't tell about US, simply don't know) are checked twice. If that transaction goes to a private or business bank account, You must prove that these funds are legal. You must prove EVERY transaction and only than these funds are released by the bank. Thats why these cards can be blocked - they are anonymous and there is nobody to ask for a prove.
