Yes it could be, officially based in U.K. but actually based in Ucrania, russian staff, almost the same poor web design. If you create a new exchange why would you use a dinosaur design that clearly reminds Btc-e/Wex ? Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.

What's the fate of any money recovered? I don't recall any structure, group or process regarding this. Not sure I've ever read any summary about aggrieved customers or whether they've attempted to unite. I kind of got the impression everyone knew they were going to get raped when wex resurfaced. I presume it's being treated as another Silk Road and all the money is automatically condemned as evil and kept to spend on training people to choke the innocent to death in a sneakier manner.

This is quite different than cases like the Mt. Gox liquidation. I don't believe there's much chance of recovery for customers. Regulators have asserted over and over that BTC-e was essentially a money laundering operation, implying its money was tainted. FinCEN also fined them for $110 Million, so the bulk of the money is already spoken for. I wonder if other regulators might follow suit after the Vinnik case is decided too. On top of all that, I have to wonder how many legitimate customers ever completed KYC -- it was not required -- and would also want to involve themselves in a Department of Justice victim claim.

Yeah, good luck recovering anything out of this even with a solid proof of depositing fiat money or cryptocurrencies there. How much information about the depositors do the authorities even possess? New Zealand being a Five Eyes member country wouldn't help either here. On top of all that, I have to wonder how many legitimate customers ever completed KYC -- it was not required -- and would also want to involve themselves in a Department of Justice victim claim.
It was actually required to deposit fiat money (not necessarily for AML reasons but to limit deposits made using stolen/phished credentials), don't remember whether it was necessary to complete a withdrawal. Accounts without KYC couldn't withdraw less than 100 BTC per day either, IIRC.
