I will say it is modestly innovative.  I don't think any coin has yet taken this approach to the 0 difficulty/orphans problem

So long as the developer comes out and uses the 650k for bounties, not profit, should be OK

Did he state that anywhere? Now he could add it and publish the wallet. This is like a circus!

To make matters worse it appears that the "official" pool is taking about 20 mh/s but is finding no blocks.  The total has from that pool plus mine, a fair p2pool, has exceeded the network hash rate.

Makes me suspect they might be redirecting some of that work to another coin

I believe premining its own coin is actually necessary.
When a dev launches a new coin his main goal should be to make it popular and his second goal is to make some money out of it (this second objective can be optional, but he'll be a fool not to think about it and probably a liar not to admit it if asked) .  

To make his coin popular he'll have to use it to pay / motivate and create a community.  That's the only way ! (unless this hypothetical dev team has huge means in time and money or unless they come up with a  revolutionary concept that will attract a lot of people by itself)

But yes I must agree that premining should be reasonable.  
I don't know about americancoin but If like it as been said there are 650K coins premined and if the maximum amount of coin is like 8M coin then i suppose we can call it a scam but if  otherwise there's like 1billion coins then 650k is nothing much.
