I experienced that in other ICOs. Some icos lock their tokens till after ICO end. I guess its same here and you have to wait till ico ends:)

Did they explain the reason for the decrease in hardcap? If there is no fund raised elsewhere and the new fund could be enough why the initial high cap. Most of the projects are suppose to start small then improve with it.

Well yes course providers will be able to sponsor courses for job positions if they want to. But also copmanies who want to hire for certain job positions will be able to sponsor other courses (not their own) if they want to.
