Blockchain technology was created as an open source system. Meaning anybody with knowledge about it can copy and revise the code for their usage. Plus creating smart contract does need require very deep knowledge in programming. I think this is why there are a lot of people creating their own coin. Some to legally make their project but I think some just want to scam others.

Some need instant money, some are  made to scam others.
Creating their own coins is no problems  at all if there is a purpose and can benefits everyone. There some coins there that can make our daily living  more convenient  than using  the traditional  money.

Some of the coin maker are also wasting  their time because they put effort on it then the got not finance at all.

It is because creating your own cryptocurrency and make your own ICO is so much more profitable than everything else that you can do here and people are wanting to earn money obviously.

I do not think that the goals are so simple and obvious. Given the huge competition on the market and cost of specialists, making a coin is a very expensive thing that is very difficult to recoup without huge investments.
