Tried disabling igpu and problem still persists.

Try this:
regedit
HKEY_LOCAL_MACHINE/SYSTME/CUrrentControlSet/Service/WpnUserService
Double click on the value (DWORD): Start
Change Data to 4 then OK
Reboot.
