It is depends on the bounty campaign rules. You can check it in the bitcointalk thread. But Most of the bounty campaign now in twitter accept Newbie. Not only in twitter but in other social medias account. Even in signature campaign they accept also newbie. So just better check and read carefully the bounty thread in a certain campaign.

The rank in Bitcointalk forum is only limited in Signature campaign. I have not ever seen the bounty which require the Rank of Bitcointalk for Twitter campaign.

It depends on the rules of the campaign, Some ask everyone to participate and some determine that he starts from  Jr. Member, Read  bounties rules campaign of well.

I do not think so, as far as I know that twitter campaign requirements must be met in the followers of your twitter account and the age of your account.

This depends, in most cases, on the number of followers you have. But some bounties require you to attain a certain rank before you can be enrolled in the bounty. You have to read the requirements and confirm that you have been accepted before you start working.

there're some ICO don't let new members to join, at least Jr. Member. Btw, it's not so hard to reach Jr.Member in bitcointalk forum, cuz It doesn't require a number of merit.

Agreed. May be you can really find some bounties who would allow you to join the twitter campaigns with Jr Member, but they are not usually great projects and their coins may be not the good ones.

Rank for twitter or facebook campaign is only needed if these campaign pay in BTC but if it's a bounty I think you guys still can join even you're a newbie cause the only thing you need is a social network account with a lot of real followers or friends.
