If it is said in the conditions of bounty that Yes, of course.But usually can be to participate with any rank on forum.

I think most do not demand our rank should be jr. Member if about twitter campaign. But at least our followers should be at least a lot, for example should be over 100 followers. But sometimes there are also required our rank junior Member or above to follow twitter campaign!

It is advantageous especially to all newbies and also for all ranks. It is good because in signature campaign only junior member up to the highest rank can participate in this forum. There are actually ICO projects that allow Newbie to join the project. But very rarely and I think you better increase your Rank first to follow ICO project you want to follow. I don't think so. As what I always read in Twitter campaign, bitcoin ranking is not the issue but it depends on the number of followers you have in order for you to be accepted in the tier of the said social bounty campaign. There are some projects requiring atleast 300 real followers on Twitter to be on tier 1. There are also newbies doing the Twitter campaigns but they have the required number of passing followers.
