No gambling is not legal. All the gamblings are illegal but people gamble anyway. In my country all types of gambling are illegal and as bitcoin is still decentralized therefore the governments has nothing to do with bitcoin, therefore the gamblers put their money here without any fear and hesitation. I guess it depends with the current leaders system that scrutinized gambling with bitcoin, because some countries totally banned gambling whose not complying rules and regulations even though a fiat type gambling. Yes, gambling legalization is a mystery to solve. Of course, making it legal would give a bad impression of a country because it ruins the life of people and no country would like to do so.
