My billing address and address on my ID is different. Does it matter when I'm trying to verify when withdrawing?

This is the bitcointalk.org discussion forum.  This forum does not request billing addresses, and there is nothing to withdraw from this forum.

Furthermore, this is the "Technical Support" sub-forum.  The description of this forum clearly states that it is for: "Questions regarding issues with Bitcoin Core, nodes, the Bitcoin network, transactions, and addresses".

It sounds like you are using a service of some sort.  Perhaps you should ask the people that run the service?
