I don't know who the lead dev is here - but I thought I would reach out and offer this message.

We also knew that with 7 min block targets at BiblePay, we had a risk of a late block (we call it the late block threshhold - which is 60 mins for us).

We added code to Dash when we first released that would make the difficulty 90% easier if the block is > 60 mins old.
Its fork-proof also since we are using a hard mathematical age and a divisor.
