Good architecture in center, also Carpathian mountains are not far away (1 hour drive by car, or a bit more by train)
If you need many people - Kyiv would be best option. Outdated statistics says 3 million inhabitants, but I think it's around 5 million, and Kyiv is growing more and more

Even too crowdy also not too good.
 less people mean here,for a instance  take a country like Norway. There are no many people in that country. So social person may feel boring. Hope Chernivtsi is not that much boring...

Chernivtsi is quite close to the European Union border, right? Also, around 20% of the population is ethnic Moldovan. It is quite similar to the provinces of Trans-Carpathia, where there is a similar-sized ethnic Magyar minority and Odessa (Bulgarian minority).

Some were in Russian, some were in Ukrainian in Ukrainian thread (there is no separate local subforum, unfortunately)
Hard to guess, he might be Ukrainian, but there are always negative people and pessimists, in all countries.
In Ukraine we also have "fifth column", some people brainwashed by russian propadanda, they usually vote for communists (now this party doesn't exist) and now "Opposition block" - combination of russian puppets, oligarchs and corruptioners.
But amount of such people is not more than 10%

It is unfortunate. The inhabitants of Eastern Ukraine got trapped in between the two super-powers (Russia and the United States). The US wanted to expand their sphere of influence, while the Russians wanted to prevent that at any cost. In the end it is the ordinary Ukrainians who are suffering, in the form of deaths, injuries and economic destruction.

This position and similar thoughts are used for explanation of Russian aggression.
Before Russian occupation of Crimea majority of Ukrainians were against entrance in NATO, now the majority stand for this (and for any other options which can protect Ukraine). So that was Putin and Russia who increased US influence in Ukraine
Moreover neither US nor other countries (which signed Budapest memorandum which gave security guarantees for Ukraine) didn't do much to help in resisting Russian aggression...

I'm also from Ukraine and my answers would be different.

1. Only some regions of Ukraine are not safe, but you will be not allowed to get there. In other regions the situation is as everywhere in the world - watch yor belonings, don't walk at nights alone, in other words - take care of your safety yourself.
2. In my surroundings I don't see any racists. I live in Kharkiv and there are many big communities of foreign students. They use public transport, are part of a crowd in the streets, take part in the city festivals... Never heard of any arguments.
3. Comparing to Europe, it's really very cheap. It depends though on the life level you are used to. Just FYI, here in Kharkiv you can rent a good 1-room flat for $200-250.
4.-5. I'm not a good adviser in these questions, but as I said the international communities are big here, I see some areas in this city with cafes, barbershops and so on for foreign people and led by foreign people. But I can say, not knowing a language could be a problem with finding a job.

I love Kharkiv and as I lived in some other cities of Ukraine, I can compare. One more warning will be: it looks rather depressive in winter. But I believe this is true to every city in the post-Soviet space.

Population excluding Crimea and the DPR/LPR would be around 40 million, and declining at a rate of around 0.5% per year (due to low birth rates and very high death rates). Official sources claim that around 11,000 people have lost their lives so far in the war. But some German sources are claiming that the true number is more than 100,000.

Well, there is still more than a month till that conference in Lviv, so you can plan and visit that conference too.
In Kyiv which is closer to Kharkiv conferences are held almost weekly, and if we include different meetups of all levels - almost daily!
