Germany's laws are definitely looking pretty progressive... CGT etc.
They probably forward thinking enough to be positioning themselves...

I suppose you could add Japan to the list. They have shown the most friendly behavior towards cryptocurrencies, sooner or later they will lead the crypto innovation.

I would Japan first because there is a place there that allows you to pay in bitcoin at almost all their stores in that district. Also that one place in Europe that has named themselves bitcoin land. I think it was in Denmark or somewhere in that area of the country.

As I know it's Japan. In this country there is easy to pay by BTC even in stores. But not everyone will go to Japan. By the way I've heard that Cyprus Nicosia University plans to take bitcoins for services of education

Surprisingly enough, tiny Estonia is doing quite well in this area. They have a very tech-friendly government that is willing to allow for innovations like blockchain technology for healthcare, banking services, etc. Here's an interesting article about the top countries for BTC: http://bit.ly/BTCFriendlyCountriesEnjoy!

In terms of reception Bitcoin as payment for goods and services, today European countries and the USA are more widely spread. Asian countries, such as China and Korea, although they recognize Bitcoin but do not particularly seek to replace the fiat money for crypto currency.
