Seriously? Who made this rule? Where was it published. I don't believe this. What is the measurement or degree to determine who is wealthy or not. How will they know if a particular person going for ICO is wealthy or not. I think when you have your money and ready to invest in ICO, simply go for a package you can afford.

Yes, we have the option to be wealthy but not everyone has the opportunity to do so because of some restrictions like what OP said about being an accredited investor first before someone can invest in an ICO in their country. Anyway, if one door closes, you can still find another door or there is still a window so you can still find ways and other means to be wealthy. Sometimes it is a blessing in disguise that you can't invest in something because there are better opportunities ahead.

No, there is no rule like that. But rich investors are the main targets. If you’re starting a new project, your main target will be to get the interests of the bigger investors and make them invest money in your project and make it grow.You won’t really have much interest in getting the small ones, once you have caught the big fish, the small ones follows.

So it’s a normal thing, but when it comes to who is getting profit, that one is balanced and everyone can make profit depending on your level of expert in that business. Will be a good way to rip off the rich😋 any single mistake, they rip you off lol😂

That is a very racist thing tp say because we all have a freedom we all have a choice and have a dream in life and almost all the rich people that are humble of course those who are from the poor family before but I am not saying that all rich are arrogant people it is just a shame to see that they are dividing the society with this kind of rule. we have a chance to be wealthy as long as we can get to work in many ways. I am sure that we have a big opportunity if we want to search in the cryptocurrency and we can also try with trading to get the money. besides that, if we still focus on what we do now, soon, we can do other works which could give us another income. we need to keep trying if we want to be wealthy and without hard work and smart work, we cannot reach what we want and we don't have any chance to reach again.
