If you say that GoChain will be more decentralized, does that even make sense? Can't GoChain only be as decentralized as Ethereum itself?

When we say GoChain will be more decentralized, we are simply addressing the problem of how open decentralization did not work as intended as more than 70% of mining is in China and the majority of that is run by just a few companies. GoChain forces nodes to be in different countries, run by unrelated people/companies.

Wait, I think I know what my misunderstanding is about. You are not building your system on top of the Ethereum blockchain, but instead you use the technology (i.e. fork it) and add to it what you think will improve it right?

GoChain is built based on Ethereum blockchain technology. However, GoChain is trying to improve the blockchain itself by solving 3 main problems. By replacing PoW, we drastically reduce energy consumption because there is no mining, at least 1000x. By using PoR, we enforce decentralization to 10x more than today’s reality. And without PoW and a fixed set of PoR nodes, we will increase performance by 100x.
GoChain is also compatible with Ethereum, so DApp and smart contract developers can lift and shift from Ethereum to GoChain for 100x increased performance.

In recent news, Chile's National Energy Commission stated that they were going to use Ethereum's blockchain in order to track energy data.

It's great to see blockchain technology being adopted all over the world, especially when its innate benefits fit the holes present in current solutions. However, energy consumption is one well known topic and point of concern surrounding the whole blockchain market, as nearly 1,577,066 U.S. households could be powered with the energy it takes to run Ethereum.

One of the main points GoChain is aiming to solve, is the energy consumption. The Proof-of-Reputation consensus model, based on a trusted network of authoritative nodes, requires only a fraction of energy used by Ethereum (0.001% to be precise), as there is no mining and, thus, no competing between nodes to win blocks.
