From the webinar, it has been said that there is some sort of process to "screen" the applicants. They will release full info soon

That is the general idea. I particulaty like the this part of the explenation 'It will further enable token holders to vote for the refund of the contributed funds if they are not happy with the progress being made by developers.' But can someone explain what are network specific tokens?

Its another layer of protection for investors,so developer team spend the money on lambos or any unplanend stuff,as invesors first have to approve the funds based on the project roadmap.That should significantly lower the amount of scam ICO i think,if implemented properly.

Such a fundraising model is totally overdue. Currently these upfront payments of $30 million and more don't make sense. If they fail to deliver half way through the project but still have half the money, do you believe they would return it to investors? Probably not. A model with various stages and approval of payments would be much much better.

I read in the main page and I don't see about total of supply
how much total supply in the ICO and how much softcap and hardcap? pre-sale is running now, how much is already collected of amount?
