Yes you can send BTC or ETH directly from a crypto exchange to participate in the pre-ico, however you have to have Neon or O3 wallet address to receive your spot tokens.
But I don’t recommend sent funds from an exchange. Some exchanges don’t give you a Txid and you don’t always know the sending address from the exchange wallet.

Let's say I wanted to buy 100,000 SPOT tokens today. My options would be 1) Private sale at $0.33 per token, with a 1 year lock-up or 2) Wait until May 1st and buy the tokens at $0.40 with no lock-up.

The first option of course!  These tokens need HODL. This will be additional support for the project. I'll wait about two years.
