now a days some of altcoins is very low price and for me investing in any altcoins now is not risky buy more altcoins now and hold it you sell them if the market goes back again.

Altcoins are always risky. They are high risk investment. But thats the reason why people invest in altcoins. They are looking for a way to make good profit. And thats why they choose altcoins. Yep, agree. But hard cap is not the major point when u pick up ICO. Anyway it is worth a shot to pick up really solid project but still has a sense to pick up already dropped coins that showd earlier good progress with development
