Hi! Government, to be more precise - SEC, cares about ICOs only if US citizens participate in there. We have restrictions for US citizens participants but they will be welcome to our future platform. We are decentralized and we do not work with fiat money. So there is no asset control Center. That is why we are not under any jurisdiction regulation.
