russia is determined to be the crypto money center. already, the majority of successful ico projects are coming out of russia. china may regret in the future.

Most likely this is true. In Russia, too strong sentiment that is directed against the crypto-currency. And I do not think that in the coming months something will change much in this respect. Most likely this new law can be postponed for a very long time without signing it.

I also read the news about it. I think this is a good news for cryptoworld. There are many russian investors so if that come to true then it will be one of the reason why cryptoworld come to live again.
