My own opinion is that if you love begars so much and you really wish to help, start a small NGO that provides basic needs such as food, clothing or shelter etc. to the less privileged. This way you avoid breaking the law and still be able to accomplish your objectives. Overtime, you may get support from the government or private companies/individuals.

if the regulations in your country require not to give beggars then you must obey the rules. let the government save beggars.

if a beggar asks you for money, what will you do?
what if the rules in your country do not allow money to beggars and if you are still willing to give then you will get a fine.

I would assume that the reason you want to give money to the beggar is because you want to them to have money to be able to buy food, well if that is the case I think it would be better if you just give them food. By this I am sure that your government would not take it against you as it shows only that you want to help.

If your country has a ban on giving money to beggars, then you don't need to give something to beggars, just report to the government so that they provide solutions for the welfare of the people, for example providing employment, providing business capital, etc.

I will see what beggars are like, is the beggar body still healthy or helpless, if the beggar is healthy then I will not give him money but I will give him advice. If the beggar is helpless then I will give him money and help him in other matters.
