Not yet，0.3.7 version of the wallet has been updated, but only for the Chinese.

0.2% of the transfer amount is charged as a miner's fee when transferring the money, which is deducted from the wallet balance. The miner's fee is up to 10000 IFC, at least 0.01 IFC.
Therefore, it is recommended that the user of the transaction can charge a corresponding or more fee when making a coin.
