maybe try #dogecoin-dev , #dogecoin or other dogecoin IRC channels on freenode. it used to be very active in the past, but i dont know if its still alive a bit.

Don't underestimate the power of the popularity of a coin. Look what this did to Vergecoin . Once this altcoin gets even more popular (again), I think we'll see an extreme increase like we saw / see at Vergecoin.
