can't you refund them to the accounts in the pool?

If I get it right you have several transactions in your database which were not accepted by the network as they were considered as DDoS attacks.
Compare your DB with the blockchain, find transactions that did not make it to the blockchain and credit the DOGEs to user user accounts fund.
