How do you decide whether they have potential to grow or not?

In my experience i invest in ICOS campaigns. Altcoins under $ 1 is not necessarily not potential because it is important that the development strategy of the founder of the coinmarketcap when it can increase many times as normal. But some Altcoins i invested over $ 1 but on the coinmarketcap did not increase but decreased and there are many reasons but the founder of Altcoins that no strategy and want to grow also failed. So let's choose a good Altcoins before investing and do not worry too much about high prices or low prices.

It is very useful. I have bought EOS at its $1 value and it grew to $20 + in time, but you can only pick a good coin if it's a good one then it can grow. Others are scam.

Yeah. Depends on the coin though. The value of a coin is determined by the project and technology behind it.
 A coin worth less than 1$ can be a great project. Look at the amount of supply: you will see XRP has a lot (39,935,410,492 right now).
However, a coin like Bitcoin Cash only has 17,380,450 supply. Because the supply of XRP is a lot, the price per coin is low.

The amount of money a coin is worth has nothing to do with the project behind it

It depends on the coin. You need to do a thorough finding of the coin. In doing your finding, you have the following core Things in mind; firstly, the service there are offering and Their competitors. If they have lesser competitors or no competitor, the coin will worth investing in. Secondly, check their roadmap and see what they have done developing the coin and what they need to do in the nearest future. Thirdly, check their Whitepaper to know much about the project. Fourthly, the project team. ensure to do proper finding of the team to see if any one of them has involved in any internet crime. If all this are perfectly ok, you are good to go.

You should read the whitepaper, see the coin community, see the development, and look at the ecosystem if everything is good you can buy the coin.

Yes this is good suggesting that involves almost all the experiments that one need to do before investing in the cryptocurrency. There are coins in the initial stages and looks like have gotten some good projects on their back as well but they are mixed with those others which are not very profitable in long and short term and the probability to make money by investing in these coins, which are below $1 is very low so better go for the best project in the market.
