I've done my own computations for my local store, and while the 280X's will be denser and have less rigs for the hash rate, I'll be going with 270X rigs. They cost less for me to buy and run; electricity in my country is expensive at 0.35 / kwh.

Friendly advice though, you will either need a very large room to host all the machines or a good air conditioner running 24/7. Not to mention you will need to draw a lot of electricity from the wall, you will need to calculate how many machines each outlet from the electrical installation can handle and to add new ones. Its not that hard though...

This. 280x all the way. My number crunching from our real-world rigs and also from other people's data says that the 280x are both the best Khs/USD, and also the best Khs/Watt (when undervolted). This includes the cost of added MB/CPU/RAM/PSUs for buying more rigs.

$25k could buy you somewhere around 10x $2500 rigs.

$200 for MB/CPU/RAM
$200 for 2x 750W PSUs
$100 for 5 USB risers
$2000 for 5 280x

When undervolted, you're looking at ~3.5MH/s @ ~1300W.

This puts you at 35Mh/s. I'd suggest running the PSUs off a 240V, which would save a tad on power. Adding in the power requirements for cooling, and you're looking at either 3x 30A or 2x 50A 220 circuits. This is assuming you already have the infrastructure in place. If your power distribution, cooling requirements, and physical housing are included in that budget, you're looking at closer to 8 rigs.

Don't go for an ASIC. I doubt we'll get ASICs before 2015. We barely have any FPGAs in the hands of customers, and all the companies that are claiming ASICs are sketchy as all hell.

It's been giving me a headache and I was wondering if you would be able to recommend me specific parts for a $2.5k-$3k build. I guess from what I read the 280x is the best? Maybe the 280x toxic from sapphire? I know I will continue to build after the initial spend of $2.5k to $3k so if I'm looking to add more cards later what would be the best setup? I've heard people with 6 or 8 gpus in one set up. What specific brand and model for a MB that can handle multiple gpus? Also what brand/model is favorable and popular for mb,cpu, ram, psu?

Check the asrock h81 btc pro. It has 6 pcie slots and it is quite cheap.

But that is not available in my country. I'm currently using asus f1a75-v evo and asus m5a99x evo; both have 5 pcie slots, which you can populate 3 without risers, but the cards are really near to each other.

I'm in the Philippines. I can get as low as 0.29 USD per KWH on industrial rates. Hosting in another location looks good, but shipping and import/export/etc... and if something goes wrong, I'm not there.

Now, if I were doing $25,000 USD worth of rigs, then I'd send it off to Kuwait or something.

not necessarily.  five 270x should run on a 900w power supply with room to spare.  same 2200khash rate from three 280x you'd need to get a 1200w power supply, which is a premium priced item.

3 280x does not need 1200w.  3 per 850w tier1 gold psu (undervolted)

I'm currently working on a rig set up that will pull between 4.6-4.8mh/s. so far I have it running at 4.5-4.6 with no issues but I'm getting closer to tweaking its max performance.

These units will be 6 x sapphire toxic 280x cards on asrock btc pro motherboards with 2 x PSUs.

With shipping whole package around the globe for between $3900-4250 depending on quantities. If anyone is interested in this kind of rig send me a msg! The more the better but ill be limited to just under 30 rigs with this specific card but i can source other 280x and 290/290x models. Thanks guys!
