i withdrawal 0.012752 BTC  and after almost 1 hour i didnt get my btc or i have any confirmation that btc is coming to my address at btc-e

Basically, when the system shows you a transaction id, that means that the address is guaranteed to get paid and the transaction is broadcasted.

So you either sent it to the wrong address or BTC-e is just lagging behind.

well adress is corect, copy paste cant make mistrake    (and i checked it twice of course have the adress on e mail)
Early this day i sent also small amount from your exchange to btc-e it needed 40 min but it got there.. now i am hoping that btc-e is laging...

Why can't I choose my own buy in value?
It automaticaly picks the lowest sell price, but if I want to pump up the price (because I think it's more worth) with my BTC I can't.

Why can't I choose my own buy in value?

All trades execute at the best possible price.
You cannot buy at 120 if there is a sell on 100.
Your buy order will be "corrected" to 100 and the amount increased so the total spending in base currency remains the same - you get more coins for your money.

2. Activated automated movement of some % of funds to distributed offline wallets. Moving funds back to the online wallets is a manual process.
3. We are working on implementing 2-factor authentication

Having an issue where I bought 19900 dgb at 0.00000108, sold 180 dgb @ 0.00000113, then bought back my total BTC at 0.00000106, and somehow have 19700 dgb to show for it. 2 winning trades, yet I have ~200 DGB less than I started with. Will the remaining btc from the sale at 113 show up later or something?

After looking at the trade history, it appears the partial sale of 180 DGB at 0.00000113 for 0.000204 BTC did not credit my account after the remainder of the trade was cancelled.
